The Northern Rural Training and Employment Consortium (NoRTEC), also known as the Workforce Development Board, provides oversight, guidance and direction for the federal Workforce Investment and Opportunity Act (WIOA) in an 11-county region. These eleven counties include Butte, Del Norte, Lassen, Modoc, Nevada, Plumas, Shasta, Sierra, Siskiyou, Tehama, and Trinity Counties. Services are delivered to the public at 13 locations known as “America’s Job Centers” (AJCCs).
